KCAAP Two Fur One Spay/Neuter Special!

Thanks to several generous gifts from several private foundations, Kaufman County Animal Awareness Project (KCAAP) will provide a TWO-FUR-ONE special on dog and cat surgeries. Puppies and kittens can mature as early as 5 months and deliver their first litter at six – eights months of age. More than 50% of the litters delivered to shelters and killed, are first time litters that new owners were not expecting. Our shelters are over whelmed with puppies and kittens each summer and 95% of them do not make it out alive.

Throughout the months of July and August, any two cats, male or female, will be spayed or neutered for $40 and any two dogs, male or female will be spayed or neutered for $60. This program is limited and is offered on a first come first service basis. You must mention the Two Fur One grant. Surgeries will be available Monday – Friday and you must call to schedule an appointment. Residents from anywhere in the northeast Texas area can take advantage of the programs thanks to their shuttle service. The KCAAP Critter Cruiser picks up pets in Waxahachie, Mesquite, Garland, Canton, and Corsicana.

Because Texas law requires current rabies vaccination, if proof cannot be provided at the time of surgery, the animals will be vaccinated for an additional $6. The program also provides complete vaccinations, Felv/FIV and heartworm testing, microchips and flea preventive at reduced rates.

KCAAP is a non-profit, 501 (c) 3 volunteer organization that has provided low-cost pet sterilization surgeries and vaccinations, as well as free surgeries for the pets of disadvantaged Texas residents, for almost 4 years, performing more than 16,000 surgeries. KCAAP’s low cost spay/neuter regional clinic is located at the corner of US Hwy 175 and FM 148 in Crandall. Pet Limits – Your questions answered

The portion of the animal ordinances addressing the number of pets per residence in Dallas simply limits a single house to six cats and/or dogs, or a combination thereof. People owning more than a half-acre of land would be allowed eight.

This limit is exclusive of puppies and kittens under six months of age and feral cats in a registered trap, neuter and release program.

PLUS there are two other provisions you should know about:

First, people who currently own a greater number of animals can be grandfathered in provided that all their animals comply with all City ordinances i.e. s/n, registration, etc. There is no fee for this. We’ll have details on the grandfathering process available here soon.

Second, foster families who work with local animal welfare organizations can also register with Dallas Animal Services so you can continue your life-saving work. Foster exemption applications will be considered individually so that we make sure we’re not exempting actual hoarders. And by allowing the director of DAS to consider each foster request individually, we’ve given them the ability to set the limit high for those good, experienced fosters that can handle a lot of animals. Details on this process soon also!

So when does all this take effect? The limitation takes effect July 1, but an exception is made for anyone with more pets than the limit until September 25, as long as they provide a list of this pets to DAS by that date. An exception is also made for foster homes as long as they also register by September 25.

For example – if you have 6 or more pets now, it will not be legal to add more pets to your household on or after July 1. But if you have more than 6 pets now, you have until September 25 to provide DAS with a list of those pets so you can be grandfathered in.

Or if you are fostering now, you just need to make certain that you get your registration in by September 25.

Kudos from HSUS

Thanks to calls and emails from Dallas animal advocates, the City Council passed an ordinance to significantly improve the lives of pets.

The City Council considered the issue for more than 3 hours on Wednesday, June 25, before making its decision. There were more than 100 people on each side of the argument and everyone got to speak. The opposition attempted to introduce an alternative ordinance, however the Council immediately rejected it and stood by a strong pet protection policy which had been prepared and introduced over eight months ago.

This new law revises Dallas’ Animal Code by 1. requiring the spaying and neutering of most pets to significantly reduce the number of homeless pets being killed in shelters; 2. requiring proper restraint and control of owned animals; 3. limiting the number of owned animals per household; and 4. strictly controlling and efficiently dealing with dangerous dogs.

Dallas City Council votes YES to new animal control ordinances

Great news! Thanks to the support of thousands of people, including those brave souls who stood up and presented to the Dallas City Council, the proposed ordinances were voted in by the Council today, with a 10-3 split.

Voting for the ordinance: Mayor Tom Leppert, Mayor Pro Tem Elba Garcia, Deputy Mayor Pro Tem Dwaine Caraway and council members Linda Koop, Steve Salazar, Mitchell Rasansky, Tennell Atkins, Vonciel Jones Hill, Dave Neumann and Jerry Allen.

Voting against the ordinance: Council members Sheffie Kadane, Ron Natinsky and Angela Hunt.

Please take the time to thank your Council member for their vote as they now move forward with implementation and plans for enforcement of the new laws.

D-Day

Today’s the day the Dallas City Council votes on the proposed animal ordinances. Crowds are gathering at City Hall and the atmosphere is charged. We will post the results of the vote later today.

At this point we’d like to pause and say a heartfelt THANK YOU to everyone who has supported us on this fast and furious journey. The thousands of people who feel as passionately about this as we do have consistently reinforced our resolve and helped our case to the Council.

The animals of Dallas thank you for your compassion, humanity and action. Please never stop acting on behalf of our companion animals who can’t speak for themselves!

In FY 2006-2007, the City of Dallas had no choice but to euthanize 26,979 unwanted pets. It would take 550 DART buses to transport that same number of people - or 63 Boeing 747 jets!
